InternalOnly Resource plugin

This plugin (see https://jira.nyu.edu/jira/browse/ART-2034) adds a new tab, "Internal Only?" in the Resource editor, which contains the check for viewing/setting the internal-only field option.

To install, copy the zip file (do not unzip) into the plugins folder of the AT, and restart the application.
